Shaping of our new Programmed Organisation Structure - A message from CEO Graeme Hurn

Following recent communications about our operating model, I’m pleased to share an update on our organisation structure and the Executive Leadership Team (ELT) that will support us as we move forward together to shape the future of Programmed.


A stronger one Programmed

Programmed delivers a broad and diverse range of services across many markets. To bring clarity to how we work together and how we show up to our customers, we organise ourselves around two interconnected core offerings: Staffing and Maintenance. This internal lens gives us a simple, consistent way to describe our business while recognising the depth, capability and distinct strengths within each area.

The structure I am putting in place is intentionally familiar, building on what already works well, while strengthening the role of our corporate functions to enable alignment across the enterprise. By creating clear points of connection between our operating divisions and corporate teams, we are better positioned to support high quality decision making, stronger collaboration and consistent outcomes across Programmed.

Importantly, our Operating Divisions retain the autonomy they need to perform and grow, supported by corporate functions that work across the business to lift capability and connection. Together, this approach reinforces a more unified Programmed, one that is aligned internally, clear in how we organise and operate, and stronger in how we deliver value to our people, partners and customers.


Programmed Executive Leadership Team

I'm pleased to confirm the following appointments to the ELT.


Operating Division

Let’s first focus on the Operating Divisions, which remain central to our success, with the leadership as follows:

  • Henry Arundel – CEO, Programmed Property Services
  • Dean Archbold – Executive General Manager of Energy & Resources, and Offshore
  • David Hele – Executive General Manager of Industrial, Infrastructure, Training, and PERSOL

As part of this structure, PERSOL Staffing will now report into David Hele, strengthening how we serve both permanent and temporary recruitment markets.

I am also in the process of finalising the leader for our Facility Management Division, which I look forward to sharing shortly. In the interim, I will continue to lead this division.

Corporate Division

Looking at a broader alignment across Programmed, I have built a team of individuals from across the business who will lead our various corporate areas and bring across synergies into their departments.

I’m pleased to confirm the following appointments to the Programmed ELT:

    • Helen Delmenico - Executive General Manager of Staffing Finance & Business Services
      Helen will lead Staffing Finance alongside Business Services, including Fasttrack Payroll and Administration, including Award and Rates Management.
    • Reece White – Executive General Manager of Maintenance Finance & Business Services
      Reece will lead Maintenance Finance (Facility Management and Property Services), as well as Business Services spanning Procurement, Fleet and Property.
    • Mark Rademaker – Executive General Manager of HR, Programmed
      Mark’s responsibilities span all of Programmed, including HR operations, internal recruitment, Diversity, Inclusion & Equality, learning and development, industrial relations, remuneration and benefits, and payroll, underpinned by a strong people-first approach.
    • Andrew Nightingale – General Counsel, Programmed
      Andrew’s legal responsibilities will expand across the full breadth of Programmed, ensuring a consistent approach to the management of legal matters across the business.
    • Amelia Wilson – Head of Brand & Strategic Marketing, Programmed
      Amelia will lead strategic marketing across Programmed, aligning our brand to strengthen our presence across all service offerings, implementing optimised go-to-market approaches, and consolidating our marketing technology.


These corporate teams, reporting to their respective ELT members, will embody a partnering model as a core feature of how they work with Operations. As part of this transition, newly appointed ELT members will review existing models and introduce changes where needed to strengthen capability, alignment, and effectiveness across the business. These enhancements are intended to lift how the functions operate collectively, while maintaining strong day to day collaboration with Operations.

Ongoing support

As we move toward FY26 and beyond, it’s essential that we tell a more integrated story about the scale, breadth, diversity, and value of the Programmed offering. To support this, Matthew Priatel, on secondment from the FM Division, will work with me and the ELT to help shape this narrative, while continuing to lead FM Strategy, Growth and Business Transformation.

Angela Busuttil will continue in her role to support me with administration and operational requirements.


Enterprise roles across ANZ and Asia

In addition to the above, five executive roles with operational responsibility across ANZ and Asia will also be members of the Programmed ELT.

    • David Smith – Head of Safety, Risk & Compliance, Programmed
    • Sameera Bandara – Chief Information Officer, Programmed
    • Carlmen Then – Head of PERSOL Business Support (PBS)
    • Dale Fraser – Head of Staffing Technology
    • Rajesh Chudasama – Group Financial Controller


These roles are critical to the safe, compliant and digitally enabled future of our business.

Looking ahead

In closing, I’m incredibly proud of the calibre of leaders stepping into these roles and confident in what we will achieve together. I look forward to personally working with them all as we strategically position the business into FY26 and beyond.
