We are proud and excited to share that Homes Victoria has awarded Programmed the Property Maintenance Services Contract (PMSC) for both its North and West divisions. This contract will see us expand our current role to service half of Victoria’s social housing homes; supporting more than 35,000 social housing properties and 60,000 residents.
A major partnership for Victorian communities
Programmed has provided services to Homes Victoria in Warrnambool since 2011. This new, modernised maintenance contract builds on that experience with a significant increase in scale, adding around 220,000 work orders each year and materially expanding our metro and regional footprint.
Our services will include responsive and planned maintenance, vacant property works, upgrades, cleaning, grounds maintenance and specialist services.
As one of the country’s largest social infrastructure providers, this contract award gives us the opportunity to make a genuine difference to the lives of tens of thousands of Victorians.
Strong vendor compliance and governance will continue to underpin our approach, alongside a sustained focus on social procurement and community engagement to support positive local outcomes and maintain safe, secure and well-functioning homes and communities.
The contract has an initial five-year term, with options to extend for a further four years, reflecting the long-term partnership envisaged and providing a strong platform to deliver lasting value to Victoria.
A landmark win for Programmed
This is one of the most significant contract wins in Programmed’s history. The award of two divisions is a strong endorsement of our people, proven maintenance capability, systems, customer focus and long-term commitment to social housing.
This result reflects an exceptional effort across the business, from our operational SMEs and corporate functions to our technology community. For more than two years, our people have invested countless hours alongside business-as-usual commitments to navigate one of Victoria’s largest and most complex procurement processes.
It also recognises our Warrnambool contract team, whose knowledge, commitment and performance laid the foundation for this outcome and the next chapter of our long-term partnership with Homes Victoria.
While we celebrate this milestone, the real work starts now. Our immediate focus turns to contract execution and mobilisation to ensure a safe, seamless service commencement on 1 February 2027. This next phase will require the same collaboration and customer-first mindset that secured the win.
